This is caused by a corrupted RUNTIME folder in your application folder. This is either due to the folder being moved or altered.
This folder is very important is it keeps the computer locked to your license to prevent transfers of the license or software to another computer/person.
You must not move any of the folders that are assigned during installation, if you want to have a custom installation folder please be sure to indicate that during installation.
To fix, do a repair install by installing the software again or by going to Add/Remove programs and clicking on repair.
